Despite not completing their vote to undo the move of Falls Church City elections from May to November, the F.C. City Council passed a binding resolution calling for a public referendum on the subject in November 2011. The vote was 4-2, with council members Gardner and Webb voting no and Ron Peppe absent. The referendum, even if passed to OK November elections, would not authorize the first November election until 2013, leaving a May 2012 election on the schedule.
