An administrative decision in the 1990s to make the first block N. Spring Street between W. Broad and Park Avenue one-way may come up for reconsideration, based on comments made by City Manager Wyatt Shields at Monday’s Falls Church City Council meeting. The network of streets would function a lot better with all of them being two-way in that neighborhood, Shields commented.
